The Deputy Auditor General received a delegation from Bénin

The Deputy Auditor General (DAG), Patrick Habimana, on 27 August 2026 received a delegation from l'Inspection Générale des Finances du Bénin (IGF), led by Arnaud Crépin D. Mensah. The delegation is in Rwanda to learn from the experience of the Office of the Auditor General of Rwanda (OAG).

In his remarks, DAG Patrick Habimana, noted that the visit is a learning opportunity to both OAG and IGF which will strengthen professional cooperation between two institutions and two countries.

“It is a great pleasure and honour to welcome you to the Office of the Auditor General of Rwanda. On behalf of the Auditor General and the entire OAG team, I warmly welcome you to Rwanda, a country of thousand hills and to our institution. We are very pleased to receive the delegation from the Inspection Générale des Finances of Benin. Your visit provides an important opportunity for us to share experiences, learn from one another, and strengthen the professional relationship between our institutions. We understand that the main purpose of your study visit is to learn from Rwanda’s experience in audit administration, as well as in the development and management of financial and audit information systems within the Ministry of Finance and Economic Planning.” DAG Habimana noted.

The Deputy Auditor General highlighted the institutional mandate and capacity of the Office of the Auditor General (OAG), noting that the Office was established in 1998 and derives its mandate from Article 166 of the Constitution of the Republic of Rwanda.

He explained that OAG conducts a wide range of audits, including financial, compliance, performance, information systems and special audits, while also strengthening its capacity in forensic auditing.

The DAG further highlighted OAG’s multidisciplinary workforce of nearly 300 staff members with expertise in areas such as accounting, engineering, economics, environmental sciences, statistics and health. This diverse pool of expertise enables the Office to effectively audit the increasingly complex programmes and activities undertaken by public institutions.

He noted that OAG’s work focuses on examining how public resources are collected, managed and used, and reporting its findings to the relevant authorities and, ultimately, to the people of Rwanda through Parliament. In this way, OAG contributes to strengthening transparency, accountability and the effective management of public resources.

“Our work is not only about identifying weaknesses. It is also about helping public institutions improve. Through our audits, we identify areas where systems, internal controls, and management practices can be strengthened. We follow up on audit recommendations to ensure that identified weaknesses are addressed and that public resources are better protected and managed. A strong public audit institution contributes significantly to good governance. When public resources are managed properly, they can better support national priorities and improve the well-being of citizens. This is why independence, professionalism, integrity, and quality are central to our work at the OAG Rwanda.”

Through presentations, both OAG and IGF shared experience in auditing government institutions, including audits of government revenues and expenditures at both central and local levels. 

They also discussed approaches to audit planning, quality assurance, stakeholder engagement, communication of audit results, and the follow-up of audit recommendations. 

DAG Habimana thanked Benin delegation for choosing to visit the Office of the Auditor General of Rwanda. 

The delegation from Benin was in Rwanda for a technical immersion focused on strengthening the control of public finances, transparency, and institutional governance. They visited Ministry of Finance and Economic Planning (MINECOFIN), Rwanda Information Society Authority (RISA), and The Office of the Auditor General of State Finances (OAG).
