SAI-Rwanda, BVG-Mali to continue strengthening bilateral cooperation

On 22 June 2026, The Auditor General of Rwanda, KAMUHIRE Alexis received the Vérificateur Général of Mali, Abdoul Aziz AGUISSA and Ambassador of Mali to Rwanda, H.E Boubacar DIALLO. They held productive discussions to strengthen technical bilateral cooperation between the two audit institutions and promote sound public financial management for the benefit of citizens.

The Auditor General Kamuhire said there is existing bilateral relations between SAI-Rwanda and BVG-Mali and “the visit by the VĂ©rificateur GĂ©nĂ©ral of Mali, Abdoul Aziz AGUISSA is also another opportunity to continue strengthening existing bilateral cooperation between both Supreme Audit Institutions (SAIs).” 

“Rwanda and Mali have partnership in various matters of interest. For us, we working in audit works which is an important responsibility to the citizens of our countries. We will continue to collaborate with you, share experiences especially how preventive audit yielded tangible impacts in the lives of our citizens. We will also continue to cooperate with you as you are implementing 2025-2032 Strategic Plan” AG KAMUHIRE added.

The Vérificateur Général of Mali, Abdoul Aziz AGUISSA, thanked OAG for the existing collaboration and expressed interest in preventive audit approach, the way it improves the lives of citizens. Rwanda and Mali have good bilateral relations. It is interesting to be here so as to share experiences, audit methodology. President himself was happy when I informed him of this visit. We will continue to collaborate in IT audit, innovation and other area of mutual interests.”

The Ambassador of Mali to Rwanda, H.E Boubacar DIALLO commended current bilateral relations between Rwanda and Mali, noting “It is our pleasure to be here. There are strong bilateral relations between Rwanda and Mali.”

 

The Vérificateur Général of Mali, Abdoul Aziz AGUISSA was in Rwanda for a five-day visit. He held strategic discussions with the Office of the Auditor General of State Finances (OAG), the Ministry of Foreign Affairs (MINAFET), Mali Embassy, the Ministry of Finance and Economic Planning (MINECOFIN), the National Public Prosecution Authority (NPPA), the Rwanda Investigation Bureau (RIB), the Office of the Ombudsman, the Transparency International Rwanda (TI-Rwanda), the Officer of Rwanda Cooperation (RCI).

He also visited the Campaign Against Genocide Museum and attended one of the Public Accounts Committee’s Public Hearing sessions prior to concluding his visit in Rwanda.

The existing bilateral relationship between Rwanda’s Office of the Auditor General (OAG) and Mali’s Bureau du Vérificateur Général (BVG-Mali) is primarily a technical cooperation and capacity-building partnership between the two Supreme Audit Institutions.

In 2019, a delegation from BVG-Mali visited SAI-Rwanda for a study tour focused on professional audit practices, quality management, and institutional strengthening.

The Auditor General of Rwanda, KAMUHIRE Alexis went to Bamako in November 2022, the then Vérificateur Général of Mali, Samba Alhamdou Baby, paid a working visit to Kigali in September 2023.

On 14 September 2023, SAI Rwanda and BVG-Mali signed a formal Technical Cooperation Agreement in Kigali. The agreement established a permanent framework for: Sharing audit experience and best practices; Exchanging knowledge on audit methodologies and institutional management; Strengthening staff capacities; Enhancing the effectiveness of public-sector auditing and accountability systems in both countries.

SAI-Rwanda and BVG-Mali have strategic technical cooperation partnership focused on audit capacity development, exchange of professional expertise, institutional strengthening, and promotion of sound public financial management.
