Deputy Speaker of Rwandan Parliament tasks leaders as PAC-stakeholders workshop starts
The Deputy Speaker in Charge of Parliamentary Affairs, Hon. Uwineza Beline, tasked leaders in attendance of Public Accounts Committee (PAC) of Parliament of Rwanda and its key stakeholders’ two-day workshop, to identify gaps found in the management and utilization of public resources.
In her remarks during the official opening of the workshop that took place on March 3rd, 2026, at Ubumwe Grande Hotel in Kigali, she noted “This workshop brings together institutions that have a role in oversight or management of public resources. It is a good opportunity for these institutions to evaluate its role in enhancing the management of public resources. It will help some of you to learn and establish joint efforts towards the better utilization of public resources in the interest of citizens.”
“One of the mandates of the parliament is oversight and one of the means is through Auditor General’s report assessment. This workshop should be be a tool to identify gaps, how to address them, challenges and the way forward.” Hon. Uwineza added
She reminded these leaders that Rwanda's Second National Strategy for Transformation (NST2), covering 2024–2029, provides a big priority to the accountability and transparency by fighting against corruption, rule of laws and achieving value for money in government projects.
During the workshop, The Office of the Auditor General of State Finance presented on these two topics: The role of preventive audit and how to perform it effectively in strengthening the accountability and the implementation of audit recommendations and parliamentary resolutions in enhancing accountability.
The workshop convened more than 25 leaders from Public Accounts Committee (PAC), Ministry of Finance and Economic Planning (MINECOFIN), Ministry of Justice (MINIJUST): Participant (2), Rwanda Public Procurement Authority (RPPA), National Public Prosecution Authority (NPPA), Rwanda Investigation Bureau (RIB), and Office of the Auditor General of State Finances (OAG).
It aimed at fundamentally to share experiences between members of the PAC and its key stakeholders, as part of continuous capacity building and joining efforts towards strengthening transparency and accountability for improved management and utilization of public resources.
It also served as an important platform to exchange on tangible strategies that should be jointly forged to address the issues raised by the Auditor General for purposes of curbing malpractices in the management and utilization of the public funds.
A similar workshop was organized in 2021 as a move to continue join efforts to address issues related to management and utilization of public resources.
