Malawi delegation makes a study tour to SAI Rwanda

A delegation of senior government officials from Malawi has visited the office of the Auditor General (OAG) - SAI Rwanda, this February 28, 2019.

The purpose of the visit was to learn on the best practices and use of Global Fund investment for Sustainable Development, specifically on how Government Fund Grants are audited in Rwanda.

The global fund financing agreements which cover grants to fight against HIV Aids, Tuberculosis and malaria require the OAG to conduct audit and the office shared with the Malawian delegation the best practices. Each year, OAG submits audit reports of the funds to Global Fund.

“We dedicate a team of audit staff for a three-month period every year to conduct the Global Fund grant audits and having a dedicated team means that OAG has developed capacity to audit these grants and this is a positive experience we shared with our visitors”, said Auditor General Biraro.

Dr. Dan Namarika, the Principal Secretary in the Malawian ministry of health, who spoke on behalf of the delegation hailed the progress made by Rwanda in auditing public resource, and especially donor grants.

“The global Fund grants should not be looked at as ordinary fund. In terms of auditing you are not only looking at finances, but you are also looking at impact, and impact should be prompt and this is what was emphasized by the Auditor General  of Rwanda, and it is at the heart of what we are taking home,”Dr. Namarika said.

Besides the secretary for health, Dr Namarika, the six-person delegation included the acting Auditor General, Mr Thomas Makiwa; Vice Chair of Country coordinating Mechanism of Global Fund (CCM), Ms Therese Poirier; Program Manager -PIU (Global Fund and GAVI) Dr. Doreen Sanje; Deputy Chair CCM (Representative of CSO) Mr. Maziko Matemba and the Principal Secretary - Office of the president and Cabinet, Mr Kiswell Dakamawu (Head of delegation).
