Auditor General presented 2024 annual audit report to Parliament

Auditor General Alexis Kamuhire today presented the Annual Audit Report for the year ending 30 June 2024 to both chambers of Parliament, in accordance with Article 167 of the Constitution of Rwanda.

This year, the audit coverage of government expenditures increased and audit results show continued improvement in public financial management across the board.Notably, as a result of a preventive audit approach, public entities recovered/adjusted inflated bills amounting Frw 9.29 Bn out of Frw 9.39 Bn reported since 2023.

According to the Auditor General:

“We audited 239 public entities and issued 242 financial audit reports, and 243 compliance audit reports compared to 222 financial audit reports and 220 compliance audit reports issued last year. In addition, we carried out 18 performance audits focusing on the areas of national interest in different sectors, 7 information systems (IS) audits, and 10 special audits requested by stakeholders.”

"Public entities that obtained unqualified audit opinion on their financial statements increased to 94% in 2024 from 92% in 2023. The number of entities that obtained unqualified audit opinion on compliance with laws and regulations increased to 75% from 69%. On realization of value for money, public entities that obtained an unqualified opinion increased to 66% in 2024 from 59% in 2023. The implementation rate of audit recommendations rose slightly to 60% from 59%."

The Auditor General noted that unlawful expenditure decreased to Frw 2.04 billion in 2024 from Frw 2.57 billion in 2023 and emphasized the need for stronger internal controls by Chief Budget Managers. He also expressed concern over challenges, including delayed contracts, stalled construction projects, and idle assets. He urged the entities responsible for project implementation to expedite contract execution and improve service delivery to citizens.
